It's not a law, it's an employer policy. Yes it is a bad one as it is usually implemented without taking in to account the type of absence - condition/illness, circumstances etc. Therefore because it is not applied or implemented correctly or fairly in a great deal of cases it has the effect of frightening staff into work or conversely making them stay off for longer in one period as this can keep their score lower. It takes the "management" out of applying procedures for absence and ends up being a blunt tool in the hands of poorly trained managers. IDS have written an article on this subject which is useful.

There is no real answer here. What I deem best could be worst for someone else. What do you need your employment agency to do? Get referrals from friends and people you trust.

I would say that the worst state for felons to live as it pertains to gaining employment would have to be florida. The best state would be California.
