YES. (It's about controlling your own senses NOT someone elses :) )
Technically Brahmacharya means chastity in thought, speech & action. It does involves controlling (or regultaing so to speak) the senses but by suppression or repression. And absolute control can be achieved after mastering brahmacharya. You see, the mind is the region of lust & the mind too is the chief of all senses & hence controlling the mind will evetually lead to controlling of the senses.

If God had absolute control over EVERYTHING then he should be the one answering for all sins, not the sinner, as he is in control of the sinner. But we were given free will. God does not have absolute control. or I don't think so. If God is in absolute control, then why is there evil, famine, wars, earthquakes, volcanic eruptions, tsunamis, etc.
