Absolutely not, in the 1970s Cuba entered into a civil war in Angola dor the sole reason of stopping the South African appartheid regime from esablishinf a similar situation in Angola. Cuba is 25% black and treats all its citizens with equality. The rest of the world could take a page from their book.
