Some people believe George Bush is smart and others don't, so debate about his intelligence could probably go on forever. Whatever we believe about his intelligence (or lack of), truly dumb people are not likely to become President of the United States.

Bush's IQ was maligned in several internet hoaxes and Obama's has been estimated by both Republican and Democrats. one saying very high (Up to 165) or low.
However the question does not ask about IQ it asks about "smart". Smart is not a measurable quantity, it is the utilization of available knowledge, the outcome of experience, and the relative ranking of these factors against the person making the estimate.
