Germany is unicameral.
To someone unfamiliar with the German political system it seems to consist of two chambers of parliament: the Bundestag and the Bundesrat.
The German Basic Law however doesn't use the term 'parliament' at all, but calls both in addition to the Bundespräsident (federal president), the government and the Bundesverfassungsgericht (federal constitutional court) 'Verfassungsorgane' (constitutional institutions).
The Bundestag is the legislative one (and therefore corresponding to the term 'parliament') whereas the Bundesrat represents the federal elements by consisting of the governments of the 'Länder' (the german states).
Since this structure is more or less unique to Germany, it is often wrongly understood as bicameral.
