As more of the Louisiana territory became states, the issue of slavery grew. For example, if a state wanted to enter the Union as a free state, there had to be a slave state to keep the # of slave and free states equal.
The state that entered the US in 1820 as a slave state was Missouri. This was resulting from the Missouri Compromise, or otherwise known as the Compromise of 1820. This compromise stated that slavery in the Louisiana Territory and north of the 36°30' line was all free. Since Missouri was admitted as a free state, Maine was admitted as a free state in order to create an equal balance of free to slave states.
In 1803, Ohio became the first non-slave state out of the northwest territories. Citizens were divided on the subject, but it was an official non-slave state.

According to the fugitive slave laws a slave was not automatically free if he/she escaped to a slave free state. If a slave was caught in a free state, the people were obligated to hold them for the slave chasers. Not many people obeyed this rule, though.
