You will get over 26 million hits on an Internet search of "Bible prophecy."

And while everyone and his brother has an opinion about what different prophecies mean... The Bible makes itself clear and interprets itself regarding what's written therein.

The "harlot" in Revelation 17 is a "woman." A woman is often used in Bible prophecy in reference to a "religious" faction or "church" of some kind.

God's church, for instance [both the ancient one that wandered in the wilderness, as well as the 'new'], is referred to as His "wife" [which, contrary to our modern society, is always, biblically speaking, a woman].

The Bible also tells us that ancient Israel, whom God "called out" and led from Egyptian slavery... entered into a "marital relationship" [a covenant; a vow, a marriage agreement] with "her" and became their [her] Husband. A relationship in which "she" prostituted herself and betrayed "her" vows to "her" Husband.

"Surely as a wife treacherously departeth from her Husband, so have ye dealt treacherously with Me, O House of Israel, saith the Lord." (Jer.3:20)

"...I took them by the hand to bring them out of the land of Egypt; which My covenant they brake, although I WAS AN HUSBAND UNTO THEM, saith the Lord..." (Jer.31:32).

The Bible also refers to the houses of Israel and Judah as "harlots."

"Plead with your mother, plead: for she is not My wife, neither am I her Husband: let her therefore put away her whoredoms out of her sight... I will not have mercy upon her children... for their mother hath played the harlot..." (Hosea 2:2-5).

So, there are all kinds of biblically symbolic "adulterous women" in the world of different "religious" cults, sects, beliefs and denominations who may be referred to as "harlots" from God's viewpoint. That would be both the hundreds of obvious religions in the world that don't claim the Bible as their foundation of whom God disapproves... as well as those "houses" recorded in the Bible, whom God called to be His own, and whose adulterous exploits caused them to part company.

"As it is written, There is none righteous, no, not one..." (Rom.3:10).

"They are all gone aside, they are all together become filthy: there is none that doeth good, no, not one." (Ps.14:3)

As for "who the harlot of Revelation 17 might be" is up for grabs among the 26-plus million hits on the Internet. Because there are a number of "religiously symbolic female cities" in the world that are reputedly "built on seven-hills."

Mecca is certainly one of them. So is Jerusalem, Rome, and Istanbul [formerly, Constantinople; which became the Roman Empire's Eastern Capitol when it split in two in the days before her apparent demise and disappearance from world view and history].

However, the Bible makes one thing clear about the harlot who sits on these "seven-hills." It says:

"...the woman which thou sawest is that great CITY, WHICH REIGNETH OVER THE KINGS OF THE EARTH." (Rev.17:18)

There are lots of other cities in the world, also, that complete the "built-on-seven-hills" list. But most of them can be eliminated by the above scripture... as all the "kings" [rulers, emirs, monarchs, premieres, presidents and governments] on this planet don't bow to the wishes, decrees and demands of the majority of them.

Because, the vast majority of them don't wield any kind of globally important "religious significance."

Certainly, Mecca is religiously significant to Islam... but does it "reign over the world's governments," and have much [or any] political pull with them?

Does Rome?

When Pope John Paul II died -- among all the governments of the world... which of them showed up for all the pomp, show and, for several days, televised splendor displayed around the world at his funeral? Weren't all the religions of the world, also, represented there [including Islamic dignitaries]?

Then there is the nature of the Beast upon which the harlot sits. Bible prophecy reveals the "four beasts" envisioned by Daniel [chapter 7] to be the four major "world-ruling" empires or governments in world history... beginning with the Babylonian Empire.

Rome [not Mecca] became the world-ruling "fourth Beast" of Daniel's prophecy in the succession of empires that followed Babylon. And was the one in power at the time of Jesus' "timely" birth in the world. All of Judaea was anticipating the Messiah's arrival, because they all knew Daniel's prophecy... and knew that ROME was Daniel's "fourth Beast"... that the Messiah was supposed to crush and destroy when He came.

But, which Jesus didn't do -- the first time. Which disappointed them, greatly.

It was in Rome, Daniel's fourth Beast, where the "universal" [global] religious power arose. A "universal church" which holds sway over the all the "kings" of the world, to this very day.

Although Islam arose in the world, later... and struck [and strikes] fear in the hearts of many governments, today -- it's still Rome, and the woman sitting upon its seven hills, riding and steering the Beast [directing and influencing governments and political policy], to whom the kings of the world pay homage and reverence today. Not Mecca.

The governments of the world have never stopped and altered their schedules and plans over the deaths of any Islamic dignitary or leader... as it did and does for the popes of Rome.

It's Rome, not Mecca, which "reigneth over the kings of the earth."

What are many waters?

At Revelation 17:1, we read of a woman who sits on "many waters." This woman is a "harlot" and has a name: "Babylon the Great." This "harlot" symbolizes the world empire of religion that opposes the GOD of heaven. In verse 15 of that same chapter, the "many waters" are identified: "The waters that you saw, where the harlot is sitting, mean peoples and crowds and nations and tongues." So, the many waters are people out of all nations that this "woman" controls, and that support her.
