Yes, representation in the House of Representatives is based upon population, but there is a fixed number of representatives at 435, meaning that, with changing population, states could lose or gain seats in the House. However, representation in the Senate is equal for all states with 2 senators each. Territories do not have representation in Congress, though Washington, D.C. has a non-voting delegation to Congress.
