With enough money & effort, anything can fit! The 95 & 99 have different computers so if you decide to try it, make sure to get the 99 computer & wiring harness. I am not sure if the motor mounts are the same but it is possible. Also you will need to make sure it will mate with the transmission you have. Remember the 95 is a YJ & the 99 is a TJ so they are different models & you might run into unexpected obstructions, but it most likely can be made to work. You may want to look on some of the Jeep forums & ask there also. I bet someone has done it already. Also might want to consider looking for a used one in a bone-yard. I think the 94&95 were the same. OBD II was not enacted until the 97 models (there was no 1996 Wrangler- the 97 was released in Spring 1996 as the 97 model).

The Spark Plug gap is the same for both the 2.5 and the 4.0 Engine in the 1995 Jeep Wrangler. According to the Chilton Manual the Gap is 0.035
