1995 is not same as 1997 Civic Sun visor.
The 1995 Sun visors fit the 5th Generation of Civics, from 1991 to 1995.
The 1997 Sun visors fit the 6th Generation, from 1996 to 2000.

It is quite difficult to rotate it, but once you get it rotated, it should come out easily.
