A bill is a proposed legislation or law that is to be debated on until it comes to a vote where it will just need a majority vote. If it passes it will go to the President to sign. If the President signs it, it will then be a law, not an amendment. If the President doesn't sign it (vetoes it) it will go back to congress where it will need two thirds of a vote and it will still pass without the President's approval, thus a democracy, supposedly a country ran by the people. Unfortunately the people wait on politicians to tell them what they need instead of telling their congressmen what they need. Call your congressman! In some states they have a revised code system for the language of their laws. A bill first repeals the existing sections of the Revised Code and then proposes new language to replace that code. In many cases a bill will keep much of the preexisting language and add or subtract from that.
Other states use a system of public laws, the language of the law passed most recently overrides the previously effective public law. Sometimes it can be very difficult to read a bill and determine its effect because only the changes are in the bill. This is one reason for the development of a revised code numbering system for the laws. In the sense that a bill may amend the current law they are amendments but that is different from the amendments in the legislative and drafting process.
