Foods that are left out in room temperature for more than an hour can begin bacteria growth. Our stomach acids can kill some of these bacterias but not all and some can make you very sick. Keep foods OUT of the danger zone- Above 40 degrees and Below 140 degrees. Between these temperatures bacteria lives and breeds on our foods.

If it was cooked and frozen properly and in a timely manner and has been defrosted under refrigeration, it should still be good. Use your senses to detect sliminess and off-odors. If everything appears OK, then re-heat it thoroughly.

Most types of Hot Dogs are previously fully-cooked, and assuming the package hasn't been opened, they should be completely safe to eat without heating them.
You should be able to find on the label somewhere if they're already fully-cooked.
