There are several types of parenting plans.
One is the kind the court has you mediate in order to agree on how a child will be shared in the event of a divorce or separation. This will often include safety issues and times defined as who the child will be with on what holidays etc.
The other type is the kind the court orders you to participate in when you are in the dependency court. If this is the court you are in, which it appears to be the case from your question, then the order is valid and it applies to both of you. But I believe that I need to clarify that:
If you have been court ordered to complete a parenting plan in Dependency Court, then that court order is for you and you are responsible to comply. If your partner or ex partner has also been court ordered to participate in a parenting plan then they are responsible for their participation.
The Court will examine your participation once it is completed and decide if you have done enough to resolve any concerns that the Court has. If you have completed your class, but the partner has not, then the Court may feel that the child is not safe in the home with your partner and thus either you will have to find a new home for you and your child or the partner will need to move out before your child can be returned or remain in your home.
Unfortunately, many people think that if one of the parents completes the program that the child will be returned and they do not have to participate. The Courts are getting more and more strict about this and in many states have stopped allowing children to return home if both parents have not complied.
