Women's clothing isn't usually measured in odd numbers. Odd-numbered female clothing is usually considered "teenager" sizes. 1-3-5 considered small. 7-9-11 medium and 13-15-17 large.
For comparison to Women's sizes, which are usually in even numbers 00-0 extra small, 2-4-6 are small, 8-10-12 medium, 14-18-18 large, 20+ extra large.
The problem I have found with sizing female clothing, however, is this: Because there are women who don't like to say they are a certain size that is considered "large", clothing that was once considered small (3-5-7/2-4-6) no longr fits a "small" woman/teenager. (That was when small 3-5 fit a body that weighed about 105 lbs--and the average-sized woman was an 8-10--medium) Today that 105-pound body has to look for a 1-3 or a 0-2, even 00 to get a good fit--or an XS.
AND, fit/size can vary from store to store/designer to designer/manufacturer to manufacturer.

Where did you get 32 inches? If it's her bust size - the dress is probably small or maybe size 8. If you measured waist it would be medium or maybe size 12.
