Efficiency has nothing to do directly with the wattage selection. Efficiency would be calculated based on the amount of power used to deliver a specified amount of heat. In your case you have stated the power requirements by indicating 800 and 1500 watts are available. Assume the1500 W setting gets to your desired temperature in 5 minutes and then cuts off and the 800 W setting takes 9 minutes.
If the heater delivered the exact amount of power of the setting then if it took 5 min at 1500 W. it should take (15/8) x 5 = 9.375 min at 800 W. If the 800 W setting got to the heat setting desired in anything under 9.375 min you could say the 800 W setting was "more efficient". Any anything over 9.375 "less efficient".
