Even then she only granted partial citizenship to the Hernici and Campanians and not all Latin cities were granted (full) citizenship. Rome was reluctant to extend citizenship. This situation persisted until the Social War (91-88 BC). This war was a rebellion against Rome by many of her Italic allies due to a refusal to grant them Roman citizenship. The war led to this concession. Therefore, during the Republic, Roman citizenship was extended twice and both times this was forced by armed rebellion.
