No. There are several Bourbon distilleries outside Kentucky - including two in central Texas, Garrison Brothers and Ranger Creek. This being said, no product made outside the U.S. can legally be called "bourbon".

No, this is an urban myth - though popularly believed, and vehemently defended. There are reportedly a few bourbon producers in Indiana and Virginia; and recently, Texas has added a couple, as well: Garrison Brothers in Hye, and Ranger Creek in San Antonio. What is true is that no product made outside the U.S. can be called bourbon. Bourbon must also be aged in new American oak barrels, distilled to no more than 160 proof, made from grain that is now less than 51 percent corn and must contain all natural ingredients. Miss any of those requirements and it is only whiskey.
