Generally not. If you have to do it behind their backs it means you believe they would not approve. If both parents disapprove there is a high probability that they have a good reason to disapprove - which means you shouldn't be doing it - behind their backs or right in front of them - or at all.

So, the safe road, try and convince your parents that he is a good guy and that you want to go out on a date with him, suggest things like curfews, have them drive you and pick you up. If you do this adult enough you can possibly persuade them and it leaves the door open for going behind their back if you really think the guy is worth it.
