No. You only need a learning permit if you want to drive with a licenced driver to learn the rules of the road. If you think you know them and want to skip that part you can go steight to the test. Mind you it would be a good idea to drive with someone for awile before you go for your road test. The testers aren't very forgiving for all the little things that most drivers do every day. Good luck with your road test.

In Texas, Driver's Ed is required for all new drivers under the age of 25. That said, if you're 18 or over, you won't have to go through the graduated licensing process, which requires you to hold a permit for at least 6 months before getting your license (among other things).

I know in California you only need to be 18 and pass the driver's test to get your license. You do not need to have a permit first. It may be different from state to state. You should check with your local Department of Motor Vehicles.
