Peanut shells should never be fed to horses, they contain a toxic mold that can cause sever problems. They can be safe to feed if roasted however, but they are a legume and will have much the same affect on a horse that grains such as corn or oats would have.

Answer from a horse owner for 30 years: The oils from the sunflower seeds are good for horses but when you feed horses the whole shell and the seed it can cause the horse to have compactions from the shells. This will cause the horse to colic and possibly die. The shells can also cause small cuts and tears in the stomach and intestinal walls. Its a good way to put some weight on a too-thin horse or a horse that may have dental problems. Its best to consult your vet if your not sure of the right feeding program for your horse.
When you keep you horse in full board ( or full livery) you keep it at a stables and they do everything for your horse, like grooming, feeding, riding, turning out and mucking out. This is often a good way to keep your horse if you work full time. It can often be expensive though.
