Can you use fibermesh in concrete in lieu of rebar for a driveway?

You still need to use both, fiber mesh only helps with the small surface cracks.

Do you have to put down steel when concreting a driveway?

No. Most redi-mix companies have an additive the introduce to the concrete at time of mixing. It is called "Fiber Mesh". It is fiberglass hairs that replace the use of rebar. Generally it is one bag per yard of mixed concrete. For a driveway it would be highly recommended to use at least wire mesh due to the weight they must withstand.

Should there be wire mesh in sidewalk?

Wire mesh should always be placed in a sidewalk. The wire mesh reinforces concrete that is only strong in compression. The concrete expands and contract in the summer and winter and the mesh will minimize cracking. It also helps when your neighbor drives his pick up truck across your sidewalk. Whenever a concrete road/bridge deck is placed reinforcing steel or heavy mesh is in it. The state agency doesn't do it unless it's needed.

Do you have to cut every second mesh along where you want your concrete to crack?

Assuming you are refering to concrete flatwork, don't worry about the mesh. Put an expansion joint every 12-14 feet.

Why do people use metal bars or mesh in the construction of concrete roads?

For reinforcement.

What is the purpose of using metal bars or mesh in the construction of concrete roads?

Concrete, while strong under compressive forces is very weak under stretching forces. Metal bars or mesh, while strong under stretching forces is very weak under compressive forces. Thus they compliment and mutually reinforce each other: where one is weak the other is strong. To make sure they are both able to work their best, the metal bars or mesh are first stretched then the concrete is pored over them. When the concrete completes setting the metal bars or mesh are released and they now compress the concrete while the concrete keeps them stretched. This is called prestressed concreteand it is much stronger than ordinary concrete.
