Currently there are no lasers that are designed to perm hair. The perming process uses chemicals to change the bonds between certain amino acid molecules in hair. Currently, the laser energy is both too strong and non-specific so it will only damage hair. Perhaps in the (not too distant??) future they will design lasers with hair perming in mind that will either directly produce the perming effect or augment the curent array of chemicals that perm hair.
Krimping is better than perming because perming uses chemicals that can damage your hair and you have to wait for it to grow out but krimping while it isn't good for your hair is not a bad as perming

These can age hair or dry it out. However there are many shampoos you can use that undoes these affects. Perming lotions chemically rearrange the disulphide bonds (which give the hair it's strength) within the hair cortex (inside the hair) to make it wavy/curly. The disulphide bridges are split by the addition of hydrogen from the perming lotion. New disulphide bridges are formed and the hydrogen chemically changed. The neutraliser is added to stop this process. The neutraliser is an oxidising agent and supplies oxygen to the process. The hydrogen reacts with the oxygen and turns to water (H2O). And thus stops the perming process. If it were not stopped it would cause irreparable damage to the hair.

There are lotions or creams called depilatory creams that remove hair. They include an alkaline material (the opposite of an acid) that practically dissolves the hair material. About 10 minutes after applying the depilatory to the hair, it can be wiped off removing the hair with it. Since it is a caustic material, there is a potential for skin irritation and possibly burns if the skin is sensitive enough.
