about 150k
yes
A cars value goes down significantly once it is driven off the lot, including brand new cars. If a dealer decided not to buy a car, it is because they feel they will not be able to make a profit off of the purchase. Depending on the year of the car, the condition of the car and the amount of miles on a car, will determine how much a car is worth. With a late model Mitsubishi, having over 150K miles on it, it is not likely the car would sell for much, much less make the dealer any type of profit.
Depends on location anywhere from 40k to 150k and up.

You can buy a car even if you don't have a license so it is ok to buy a car on a learner's permit. However, in most states you must be at least 18 years old in order to enter in to a contract.
You can sell your car to carfax. They will test your car to make sure that everything is OK worth your car and then they will buy it and put it on their lot to resell.
About 4500 miles for car/truck over 150k
When you can afford to replace the car because it has devalued with time. 150k miles+ imo.
