considering it is not for that area and for your eyes only, im sure it could irritate it if left there. not sure why it would be there, but i would do my best to clear it away as best possible.
When in starts drying out, and clogs...you don't have to count how many months it has been...throw it. When mine dries out, I add two drops of water. This way, I can use a tube for months and I use mascara 5 days a week. NEVER share mascara with anyone.
