I know this. I usually say, 'could you?'. Or can you? So could is like can, in a way. But if you can, it means you are physically able to. Could is more like you just can.

If you want to say it in the past tense, you can say Were you able to go there? Could you go there? (if it is in the appropriate context it works in past tense as well) Future Will you be able to go there?

The construction is redundant: "Could not" means the same as "not able to." You might use the form "would not be able to" or simply "could not" or "cannot" which are all roughly the same with some connotations that vary by tense. Note that "could not" is the past tense but also colloquially used to say "will not be able to" in the future. All of these mean that something "cannot" be done (impossible), but in many cases it is a choice not to act. You should correctly use "may not" when something is prohibited, or "will not" when it is your choice not to.
you need to test with ohm. meter... there are resitance test. and could also be output test using a volt meter. you will need a service manuel to get sepect.....for the corrct make ,model, and year,,,,... what is your problem that your having.....
