Deciding wether or not to wear pants or shorts depends on many different factors. If the weather outside is warm, shorts are preferable, although if you were to go on a hike Into the Woods where mosquitos and ticks live, the smart choice would be pants because they protect your skin from insects and such plants like poison ivy, oak and sumack and scratches. Also if it's colder out pants are preferable.
sweating is good for the body but it makes no difference if your running in hot temp. you'll be sweating like a pig!! (no offence)
You should wear cargo shorts, or board shorts for comfort.
64 degrees is perfect weather for wearing shorts. It wouldn't be a good idea to wear shorts in freezing temperatures.
I'm guessing warm temperatures and blue skies, generally in the summer. :/
Clothes that are not tight, like shorts and a t-shirt or sweats are the best for working out.

Boxer shorts allow the testicles to be further from the body, keeping them cooler (in theory). Higher temperatures kill or damage sperm, so keeping the testicles cooler is hoped to increase the number of viable sperm.
If you are working with a standard pattern for leisure wear summer shorts, a simple straight stitch seam will be good enough. If you are making sports shorts, that will require a stronger finish, I suggest a flat fell seam.
Sweatpants or shorts with a t-shirt if you're working out, a swimsuit if you're going swimming.
