It depends on the context I, suppose. If it's like just your friend taking a pic just for the hell of it, it'll be hard to make that a legal issue. If it's someone you don't know, it borderlines creepy, and if you tell them to stop and they keep doing it, it borderlines stalker and harrasement. If someone's posting pics on the internet of you without permission, I hear you can actually get a lawyer for that if you ask them to take it down and they won't.
If you are in a public setting, then it is perfectly legal. The only times when it would illegal in a public place would be if you are in the bathroom or at a hospital. Otherwise, there is really nothing you can do about it.
