Date? Yes. Touch? No. A juvinile under 18 can not grant consent for sexual encounters. That means that even if she says it's ok, you WILL still be charged if it is discovered. Any sexual relations between an 18 year old and someone under the age of 16 could result in a conviction of Felony Lewd and Lecivious (sp?) Behaivor, a felony and a sex crime in Idaho. A conviction of this would require the 18 year old to register as a sexual offender for the rest of their life.
