It is only illegal if you kill or injure the deer when it's not in season and/or without the proper tags and licence. Most potato guns have the potential to injure a deer, and if it does, you may receive a nasty fine from the game warden. It is not illegal if the deer remains unharmed however.

If one is asking if deer decoys are legal to target shoot on then, yes, they are legal to target shoot on and are used for practice with crossbows and compound bows. If you are asking if they are legal to lure deer one should assume so because in the 2007-2008 season the PA laws have been adapted to let one bait deer using such tactics as salt licks and mineral licks. Seeing as a decoy deer it should be legal because it would be a much more tamed down version of luring deer.
