Every image shown in Google images has a different type of copyright. Your first job is to find the website it originates from, and see if the website is or shows where the image originally came from. Chances are, if the artist/ photographer has not directly stated that the image is free for use, then it is protected.
Ask yourself what the image is for. If it is just being worked on for fun and will never be posted or shown anywhere, then have fun! Don't worry about it.
If you will edit the image and then post it or display it either on or outside the web then it is common courtesy (and even required) to first ask the artist/photographer if you can use it. If your intentions are good, then most original uploaders will be quite accomodating. If you do not ask, you might be required to take it down later.
If you plan to use the edited image for commercial work, then you MUST and MUST MUST ask the owner of the image. They may have you pay an inexpensive fee for it. Make sure both parties are satisfied with the agreement. Put a signed agreement on paper if you feel it necessary.
There are two common misconceptions about google images,
First: "All google images are public property" In fact, google simply takes every image it can off the web, regardless of its source, and displays them in one place. All images are copywritten.
Second: "As long as you edit an image at least 7 times, or only take 25% of it, then it is yours." This is heavily debated, but if you can still see a piece of the original image in the work, then it can be said to still belong to the original artist.
Be careful and be nice, and you should be fine.
It's only illegal if you take credit for the work without permission. Editing the photo and never sharing it will not cause a ruckus.
You probably mean how to combine images. There are several ways to do that in Photoshop: open 2 images in Photoshop, convert background layer to normal for image nmb. 2 then drag it into window with image 1. Another way is to use File > Place command to import image from hard drive into document with already open image in Photoshop.
to create new image , first open photoshop , then file->new
The images you see on Google images are mainly taken from the websites that google has indexed. To have your own images on Google image search you need to upload them onto your website then when google index's your site they should appear on google image search.
Compositing in Photoshop is when an image is comprised by combining two or more other images together.

I find the easiest way for me is to drag and drop. Open the folder your images are in and drag the images you want to import into the photoshop workspace and drop them. This will not delete, cut or alter the original images. You can either click and drag the image into the Photoshop window, or you can go to File>Open and choose the image you want to insert
Photoshop can do a wide variety of things, from editing images, to rendering images, to creating advanced images from scratch
Yes. You can make one image from several images or to blend one image with another.
Google fills its index for image search by crawling the web. Upload your images to a web-site, wait for Google to re-index the site, and your images should show up in image search within a couple weeks.
Yes, it can be used to edit many types of image files, including bitmap images.
No One Can Upload Images To Google Images, Those Images Are Crawled By Google Robots. One great way to have photos uploaded to Google Images is to save the file name just as you want Google to list it in Google Images. Make sure this Image is then uploaded onto a website that is listed in Google Search Results. When the spider searches the web page, Google will identify the image automatically and list it in Google Images. There may be other ways, however, this is a good start.
