I am a certified aircraft powerplant technician, and owner of a 2006 Honda Civic Si. As with all internal combustion engines, it is considered normal for an engine to idle "high" during a cold start up. During this period, the oil is coming up to optimal temperatures, coolant is beginning to flow through the crank case, etc. In my personal experience with my Si, my vehicle will idle at about 1500 RPM for a good minute before it begins to drop to a normal (engine warm) idle speed of 800 RPM. However, if you are experiencing idle speeds in excess of 2500+ RPMs during a cold start, or your vehicle demonstrates this high idle when your engine has been running for over 5 minutes, you may want to take your vehicle in to be examined.
That slight ticking sound is probably the injectors firing which is normal.
when really cold it will start and sit at 1,500 but then when the engine warmes up it should sit at usually 600 to 800 rpm
How low is low. If you have the Multiport Fuel injected engine it is normal for it to idle just at 500rpm give or take 50 prm. Anythign lower and you have a problem.
The idle speed on a 1996 Honda Civic is adjusted using an IACV. The IACV, or idle air control valve, lowers and raises the idle by either being tighten or loosen.
To adjust the idle on a 2005 Honda Civic locate the idle control valve. The IACV and is found near the intake manifold. Open the top of the valve and tighten it to lower the idle or loosen it to raise it.

Have you tried unplugging the computer back-up fuse, replacing it, start it, let it idle for 10 minutes. This retrains the SI to air-fuel mix, which will calm your idle. After that, needing further idle adjustment, RTFM the Haynes manual.

A common cause for a stalling 1996 Honda Civic is a vacuum leak. Check the vacuum diagram for the vehicle and is if there are any leaking air lines.
Because of the loss of backpressure if can affect the idle.
