No, this is a sign of a bacterial infection in the orbit. If you have never dealt with this before, I suggest a trip to the veterinarian for an examination and some hands-on training with resolving this.
It is not uncommon for kittens to develop bacterial conjunctivitis (infection of the membranes around the eye), and the exudate produced tends to glue the eyelid shut. Although really not pleasant for the kitten, you have to clear away the crusty stuff sealing the eyelid shut and wipe away any other exudate that comes out of the orbit. Start with a warm clean wash cloth or soft paper towel that has been moistened in warm water (you should feel a slight difference between the water temperature and your skin temperature, but not much). Moisten the crust thoroughly, then carefully peel it off. The kitten will not like this and may cry - it probably feels similar to pulling a Band-Aid off your skin and pulling on all the skin hairs. Once you get the crusty bit off, you will probably see more exudate oozing out - clean this up too, without pushing it into the eye or putting any pressure on the orbit or eye. You want to wipe down the face, not into the eye. Once you have all the goo out that you can get, place the kitten back with its siblings and mother - it will appreciate the comfort of the family. Make sure you are handling and petting the kittens (all of them) for more than just to clean eyes - you don't want them associating being petted or handled with pain.
