Not sure what you mean by 'stopped' but the simple answer is yes, it is ok.

If the engine is not running, but the key is on with the A/C on, basically, the blower motor is the only thing running - the AC compressor is not engaged and moving freon through the system, cooling the air and blowing cold air. It is ok to do this, but the air will quickly warm up.

If the engine is on, and you are stopped (in Park for example), it is okay to continue running the AC. However, it is not working as well as it 'can'. A moving car will have air passing over the condenser which acts as a heat exchanger (cooling the freon and releasing heat) and blowing colder air. Without the car moving, the AC will still work - just not as well as it can. The car will also run a little hotter because of no air movement across the radiator, and it being under a load (having the AC running).

Is possible to run the car air condition system from solar power energy?

Yes, especially with the help of the batteries. Solar energy can run an air conditioning system. It can run the entire car in fact. You could actually do it withou the batteries as there would be little point in running an air conditioning system when the sun is not out. But having only the air conditioning system powered by solar energy would still be a net advantage.

Why does your Car conditioning make your car run hot?

Air conditioning is directly run and connected to the engine. It is run by the belt and when "On" a electromagentic pully connects the two and thus creates more resistance and friction. These two by products make the engine work harder and thus creates more heat.

The 1999 Mercedes C230 air-conditioning compressor will not run at temperatures below freezing Compressor drier and expansion valve recently replaced?

If the temperature is below freezing outside, there is no need to run the air conditioning. The heater does not use the same set up as the air conditioning. This may be a built in feature of the car so the compressor does not completely freeze up. As air conditioning is running, freon passes through the compressor, making it quite cold internally.
