No you shouldn't give any aspirin to children under 16 because it can cause a disease called Reye's syndrome which damages the liver and brain. Although this is a rare disease, it has a fatality rate of about 50% so its just not worth the risk. Other painkillers such as ibuprofen and Paracetamol (calpol) are safer and work better as a pain killer anyway.
