H02S Bank 1 Sensor 3 Heater circuit. This should be the H02S (heated oxygen sensor) located after the catalytic converter. If the wiring looks okay the sensor is probably bad.
Bank 2 sensor 1, O2 sensor heater circuit malfunction. If the wiring and the electrical connection to the B2 S1 sensor looks okay, replace the O2 sensor. The B2 S1 O2 sensor is on the passenger side exhaust pipe directly after the exhaust manifold.
O2 sensor heater circuit malfunction (bank 2 sensor 1). This is the O2 sensor located in the header pipe directly after the exhaust manifold on the passenger side of the 4.3L engine. If the wiring to that sensor looks okay, more than likely that sensor needs to be replaced.

Assuming you mean P0460 (Fuel Level Sensor A Circuit Malfunction), The fuel level sensor in the fuel tank is probably at fault. Replacement of sensor is only solution if wiring and connections check okay. This means the fuel tank must be removed to r & r the sensor.
The official specification for the power steering fluid is Hyundai PSF-3 fluid. Aftermarket power steering fluid is okay to use in a pinch.
