Ok so you have to go where the ignition switch is at on the 1991 cougar. Next, You have to take the old one out. Last, you have to put the new one in.
If the gages in a 2000 Mercury Cougar at not working, it is likely that a fuse is blown. While the chance is slim, there could also be a wiring harness malfunction.
The sensor is a "hall effect" sensor, to align it; just match timing marks on cam sprocket to mark on crank sprocket (so they are as close as possible).

If your engine revs when you start it, you might be turning the key too far in the ignition. It is also possible that you are letting it warm up for too long in cold weather.
