Are you referring to the Temperature Gauge Sending Unit if so The sending unit is located in the front section of the manifold in the vicinity of the thermostat.

Your problem is not a fuse. There is not a fuse that controls that one gage. Check the temperature sending unit. 99% thermostat if you want to get a used sending unit from the wrecker
If the A/C is not working on a 2000 Toyota Echo, the pump may need to be recharged. It is also possible that the belt for this is broken or the thermostat is sticking.

If you checked the pressure with the sending unit in the car, it is possible the sending unit itself may be bad!
