Yes it is but you have to find someone willing to do it as it is a job that rrequires a good bit of understanding on how the air bag works and possoibly a donner vehicle that will ihterchange.
When dealing with any part of the airbag system my recommendation is to take the vehicle to the dealership where a train technician can install the new airbag and reset the system. This way if you install the new airbag and the system is not reset. It may malfunction in the event of a collision or it may charge the new airbag and blowup when connected.

Every other airbag connection is monitored for sort or open circuits My theory is the tester sat in the drivers seat during the test and twisted round in such a way to make the seat sensor or its wiring fail.
