I don't believe any bank anywhere would lend money for the type of thing you are suggesting.
I suspect if you were otherwise qualified to borrow money from them, because you had good credit and income etc., that even mentioning the use of the funds would be something very risky and probably illegal, with lieing and subterfuge involved, would disqualify you from getting that loan too.
