Well, nothing is in the realm of the impossible, but you're talking about something which would take a LOT of modification and a very long time.

Assuming you mean the flasher relay, it's under the dash on the driver's side. Normally to the left of the steering column, but this isn't something Peterbilt is the most consistent about.
The fuse panel is on the right end of the dash, open the passenger side door and look at the dash where the door comes up agaist it. You will see a small door turn the knob and remove the panel to expose the fuses.
