If your talking about a micro SD card, yes. if your laptop doesn't had a SD card slot you may need a SD to USB adapter.

if your phone has a memory card there is an easier way, You need the usb cabel that comes with the phone and your pictures have to be stored on the memory card which is called external memory on mobile phones. Connect your usb to your laptop and phone, After a while (if you are using windows XP or Greater) a box will appear on screen, scroll to the bottom and click View files and folders, then in there go to the appropriate folder where your images are stored then simply copy and paste them into the chosen location on your computer. No software is required, if you don't have a usb cable for your phone you would need bluetooth software for you computer.
