No. Any meat that is left out for more than three hours should definitely be thrown away. When the temperature of food stays above 41 degrees, that's when bacteria starts to grow and it spoils. You can get a few hours out of it, but definitely not overnight. Same if it was frozen. Always thaw frozen foods in the refrigerator or in an ice water bath.
