Is it safe to only change out the top of the cab or should the entire cab be replaced on a 1994 F-150?

As long as it is done right. It's fairly simple, just measure the openings, cut both tops at the same place and reweld. Some states require and it's no a bad idea to add a flat piece of steel across the joint any place it can be done without interfering with the glass or door. Saftey as far as rollover or crash there is very little difference as the posts on each corner are made up ofl several different pieces anyway.
