Is it safe to remove a folder from your user-appdata-local-temp folder called E36CC91E-CE9D-44D5-BE75-AA68931650B0 as it takes up well over 20gb?

Probably. Try moving it to a different folder, and see if anything bad happens. If everything runs properly, throw it out. As a general rule, anything in that folder can be deleted safely. The worst I've ever seen which could happen is that one or more programs might loose a few settings or backups.
Anyway, I'd say you should go for it.
