NO You can certainly apply, but if you should slip through a crack in the system and get the permit, you would be facing a 10 year federal sentence when you tried to purchase a weapon to carry. If you slipped by again and made the purchase, you would be subject to the same penalty for possession of a firearm by a felon. And, in most U.S. states, "a local judge" does not deny or approve CCW applications. In most states, it's done on a state level, and a felony is an automatic denial.
