It is acceptable to thank just one person.
Most people who work in organisations are working as part of a team and realise that any thanks they receive is on behalf of the team as a whole.
If the thanks is directed towards an individual for their own efforts then it is equally acceptable. It will encourage the rest of the organisation to act in a positive manner.

You can simply say thank you in the past tense, such as: Thank you for your letter dated... I am very grateful for your help on . . . , thank you. Please accept my belated thank you (explain why its late)
You do write a thank you note to someone until they have done something for you to be thanked for.
They thanked it because they thought the spirit always gave them meals.
