Massive question! Too big to really answer here. In my humble opinion if the system under which you suffer is unjust then yes rebellion or revolution is a good thing. However this is really a moral/ethical question and a system that I find unfair might be fine to others. In and of it's self rebellion is neither good nor bad it simply is.
Whether rebellion is justified depends on who you are and whom you ask. Americans think that rebellion against any government that is oppressive is probably a good thing. Ask those running those governments and you'll most likely get the opposite answer.
Rebellion occurs when people see no alternative process that will give them a voice in politics and society. Whichever, these rebellions are "voluntary";some condition impels people to rebel. Poverty, lack of inclusion, etc.
And then there are the "youth" rebellions. When young people begin to see the world as it is, every generation goes through some level of disillusionment, even despair. And the idealism they try to maintain sometimes erupts into rebellion against the reality. I view this as almost involuntary, like a rite of passage.

shays rebellion was good because it allowed for farmers to be represented through shays army and then caused for people to see the negative aspects of the Articles of Confederation and caused the conventional congress to make changes
Washington played no role in the rebellion. His only reported reaction is "Good God." He wasn't president until 1789 and had no part in the government at the time.
The Whiskey Rebellion was a rebellion of farmers from Pennsylvania to Georgia. It was in response to the tax put on whiskey. The farmers were upset because they thought the whiskey was an important good. So, they rebelled against the tax. George Washington sent an army down to calm the rebellion.
