The problem of the definition of Latino is that is often used in a very "americancentric" way. Some europeans has considered themself as "Latins" since the Midle Ages, as the Spanish, the Portuguese, the Italians or the French. It was (and is) because the linguistic roots (in all these countries ares spoken "Romances", languages derived from Latin).
The Spaniards used to call the spanish America "Hispano-América", but when the third french empire begun to have interests in the Americas (the intervention against Juarez, the emperor Maximilian of Mexico the battle of Puebla etc) they coined the term Latin America that is most popular in the world nowadays. The goal of the french was, as latin europeans, legitimate their interventionism in the ancient spanish empire. From the term Latin America the English in the USA took the word Latino (that is as we say the"latin" in Spanish) to designate the Hispano-Americans.
Then, if you consider the term "Latino" in an wide sense, yes, the Spaniards, as the french as the Mexican etc are "latinos". If you consider Latino" only someone form the spanish America, no, the Spaniards are no "latinos" as the british are no "gringos".
