No offence, but isn't that obvious? How do you think you make tea?
That is exactly what a tea bag is. It allows passage of certain, especially small, molecules or ions (water) but acts as a barrier to others (tea leaves).
if it is seep, it is for it to run through the tea bag or leaves(if using a strainer). On the other hand, if its steep, that means to have the tea bag sit in the boiling water for a few minutes!
The tea bag can be dunked, steeped, brewed or mashed. It depends what word is favoured in different parts of the country.
When a tea bag is placed in water, the water fills the tea bag. The soluble matter of the tea leaves, what essentially makes the tea, then diffuses into the water through the bag. The brown coloring is a result of this process.
Only the water can enter into the bag and leave the bag, the tea leaves can not leave the bag.
because water particles go in and out of the tea bag
Only the water can enter into the bag and leave the bag, the tea leaves can not leave the bag.

they go in the hot water in the mug darling (Y)
The process by which we allow the tea bag to sit and swell, releasing it's juices into the hot water undisturbed, is called steeping.
The water in sweet tea is water. It's tea because it has tea in it. The sweetness comes from sugar or high fructose corn syrup. Boil water and sugar together, add a tea bag, pour over ice = sweet tea
The motion of the water molecules eventually causes the flavor to spread.
