Nixon then became bogged down with the Watergate scandal and Congress had lost the will to continue the war and refused to provide additional funds to support the SVN war .

Without the necessary funds, SVN found it logistically and financially impossible to defeat the NV army. Moreover, the withdrawal of aid encouraged NVN to begin an effective military offensive against SVN .
